Lord Emraott explained that the drain of British emigrants Canadawards meant fewer unemployed in Britain than probably ever there was before. Over-flooding of the Labor market seemed nearly ended. .Ur Will Crooks advocated a system of labor clearing-houses, wiiereby the surplus of labor in "Britain could be despatched to Canada, and there helped to find work by the Government department, and advised as to the best methods of becoming accustomed te the country. Such a plan was likely to increase even the present rapid immi gration. The Right Hon. T. Lough, alluding to the financial stringency throughout Europe, said lie thought no serious effects would lie felt any of the Overseas Dominions' whose credii was sound both in Britain and Canada.
