A CONGRESS RESOLUTION. [} y Electric Telegraph—Copyright; [United Press Association.] (Received 7.5 p.m.) Berlin, August 5. The International Miners' Congress at Carlsbad passed a resolution in fa vor of an interval of sixteen hour:-, between shifts; the maximum numbe. of shifts not to exceed six weekly, and the hours of labor in hot or we! places not to exceed six from bank t f ' bank. The Congress has adjourned for two Years."
