THE POWERS’ DECISION. ENFORCEMENT INSISTED UPON. (Received 9.20 a.in.) Vienna, April 27. The Fremdenblatt says: “AustriaHungary must insist on the speedy thorough enforcement cf the Powers’ decision.” THE “KING” OF ALBANIA. 1 It is stated that the Powers have agreed that the ruler of Albania shall be styled “King.” AN ABORTIVE CONSULTATION. Cettinje, April 27. General Vnkovitch’s first interview with Essad Pasha lasted a day, and later he rejected a demand for the surrender of all the 1 artillery, and further bombardment followed. AFTER THE FALL. King Nicholas sent to General Vukovitch again with instructions to treat the Turks chivalrously. Twenty-six thousand Nigams, 5000 Bashi bazouks, and -158 officers, including a number of Austrians, surrendered. Prompt orders were given to occupy the Austrian and Italian Consulates and the Cathedral, and distribute food to the starving. “BREAD OR SURRENDER.” During the last days of the soige a threatening mob followed Essad Pasha shouting “Bread or surrender.” _ V PROCLAIMED HIMSELF KING. (Received 12.5 p.m.) Cettinje, April 27. Essad Pasha has proclaimed himself King of Albania at Alcssio. According to one report, ho placed the Kingdom under the Sultan’s sovereignity.
