AN UNALTERABLE DECISION

Herr Jagow, Foreign Minister, speaking in the Reichstag, said the Powers intimated that the capture of Scutari in nowise alters the previous decision of the last conference, at which the ambassadors decided to call on King Nicholas to evacuate. If he does not comply, further steps will be considered.
GERMANY SUPPORTS AUSTRIA

It is stated in official circles that if the Powers agree to united action by Monday, Austria will proceed alone.
Count Berchtold, Foreign Minister, and General Hoetzendorff, War Minister, were two hours in audience with the Emperor Francis Josef. Germany has promised to support Austria in all circumstances, THE PEACE PRELIMINARIES. Constantinople, April 27. The Porte has selected London as the centre for the signing of the peace preliminaries. THE GREEKS AND BULGARIA. DEVELOPMENTS AWAITED. The announcement in Salonika of the sudden withdrawal of all Bulgarian troops during the next three days to Serres is interpreted in diplomatic circles in London gravely as being connected with the Graeco-Bulgarian difference. The Greeks ‘ latterly concentrated considerable forces in the vicinity of the Port,i and the Bulgarian commander at Serres is probably alarmed at the position of his comparatively small Bulgarian force at the Port. The withdrawal is not interpreted as an abandonment of the claim to the Port. Further developments are awaited with great anxiety. Advices from Corfu state that Servian heavy artillery arrived from San Giovanni and proceeded tb' I, Salonika. Eleven transports at San Giovanni are embarking troops for Salonixa.

A Belgrade correspondent states that Servia has informed the Powers that should Austria, with or without Europe’s mandate, take the field against, Montenegro,..four,.of the Allies will unite against her. KING OR*'ALBANIA. ■' According to Le hemps’ s Correspondent, Essad Pasha’s capitulation is so arranged by the Montenegrins that ho will be able to proclaim himself King of Albania. Essad Pasha belongs to a great Albanian family. RUSSIA STANDS OUT. Vienna, April 27. All the Powers’ representatives at Cettinje, except Russia, have been instructed to summon Montenegro to quit. PARDONED PRISONERS. Cettinje, April 26. In order to mark the rejoicing at the fall of Scutari, King Nicholas pardoned a number of prisoners, including M. Radovics, the ex-Premier, who was concerned in an alleged conspiracy to assassinate the King in 1909.
