MR CHAMBERLAIN’S PROPOSAL. [By Electric Telegraph—Copyright, [United Press Association,] Washington, April 22. Mr O’Gorman, chairman of the In-ter-Ocean Canals Committee, endorsed Mr Chamberlain’s proposal. Mr O’Gorman v declared that there was a great possibility of the Senate adopting the proposal as the easiest way out of the difficulty created by the British protest.
