The United States has decided to defer recognition of the Chinese Republic until the Constitutional Assembly is fully organised.
PEKING EN FETE
MEMBERS ATTEND IN FROCK COATS AND TOP HATS.

The city is decorated with triumphal arches and flags, and the streets are thronged. One hundred and eighty-seven Senators and five hundred representatives assembled in the Lowest Chamber out of a. total membership of 870, nearly all wearing frock coats and top hats.
The senior member of the representatives declared that Parliament would lie opened with ceremony simple, but impressive. There is rejoicing throughout China.
