It is reported that Bulgaria and Ronmania are willing that Italy and Russia should arbitrate on the differences, under Britain’s auspices. Constantinople, February 20. Boisterous weather and • frequent snowstormsr have checked hostilities. The Bulgarians are in difficulties for supplies, owing to the state of the roads. THE MOHAMMEDAN OUTRAGES. London, February 20. Lord Morley, replying to Lord Lamington, said that it was impossible for foreign Governments to invest! gate the alleged atrocities against Mohammedans in Macedonia and Thrace. The Balkan Governments affirmed that they were taking stringent precautions to protect the inhabitants.
