CAMPAIGN BY MR. ELIHU ROOT

Washington, January 21

Mr. Elihu Root has commenced his campaign. He said that the United States must either withdraw from its present' stand or submit the Panama Canal question to arbitration. Tho United States was not free to discriminate in its own favour, and must have decent regard for the opinions of mankind.
