DEFENCE OF THE EMPIRE.
NEW ZEALAND’S NAVAL POLICY

Speaking at a meeting of the Women’s Reform League, the Hon. F. M. B. Fisher, said.that concerning defence the Government had been blamed because it had made no declaration of its policy. The circumstances preceding ite entry to office must be considered. When Sir Joseph Ward' and Sir John Findlay attended the Subsidiary Defence Conference they received confidential information, none of .which was committed to writing. They returned sworn to secrecy. 4he Government went out of office. It could not impart any of its knowledge in this matter to its successor. The Government was thoroughly capable of devising a naval d\ fence policy, but, as Imperialists, considered it unwise to originate any scheme without first learning the intentions of the, Imperial Government.
