New York, December 12

Mr. Knox’s reply to Sir Edward Grey regarding the Panama Canal intimates that the building of the Canal settled by itself the very questions raised on Britain’s behalf. If arbitration were allowed, it should be from American sources, and not through The Hague. Mr. Knox differs from Mr. Taft as to testing the tolls question in the United States Courts. The State Department does not intend to present a reply for a considerable time, and, if Britain insists, it will have Mr. Knox likely tq throw the whole question on the Senate’s shoulders. The Senate is known to be certain to reject arbitration on any terms, only 27 members favouring it.
