The appointment of a Canadian Minister to the United States was announced to Parliament. He -will negotiate purely in Canadian interests in Washington. The Minister will hold hj semi-diplomatic status, and will take full charge of British diplomacy in the United States during the British Ambassador’s absence. The American Consul-General at Ottawa, if Congress agrees, will act on the United States’ behalf in Canada
