MR MACANDREW AND DEFERRED PAYMENTS.

(to the editob op thb times.) Snt,— Mr Lumsden, in hJB address to the citizens at the Theatre Royal on Monday evening last, attempted to justify his pertinacious oppoposition to the Macandrew administration by representing Mr Macandrew as the opponent of a settlement of the people on the land of the Province under a system of deferred payments. By a reference to the subjoined extract from Mr Macandrew's address on the opening of the Provincial Council, you will see how utterly unfounded is this statement of Mr Lumsden'B. Mr Lumsden must have made it either in ignorance or with a desire to suppress the truth ; in either case proving himself unfit to represent Invereargill. — I am, &c, Non-Eleotob. Invercargill, May 31, 1873. Extract.^ — " Your approval will be solicited in order to the declaration of the following blocks of land as open for selection on deferred paymeats : — 2500 acres near Tapanui 2800 „ on the Waikaka 2500 „ near Switzers 2500 „ near Longford 2500 „ near Ettrick 2600 „ near Roxburgh 2500 „ near Eawea 2500 „ on Spott's Creek 25C0 „ at Ida Valley 25(0 „ at Macraes 5000 „ at Tuapeka 30,000 Being in all 30,000 acreß, the maximum area allowed by law to be dealt with in this shape during the present year. I regret that this limitation precludes the setting Bside of areas on similar terms in. other districts, those now indicated being the best land and the most urgently required. Next year, however, it is hoped that the localities which we are now compelled to exclude will participate in the advantages of the deferred payment system."
