President Grant's message expresses gratitude at the continued prosperity of the eountry, and the peaceful relations which exist, both internally and with foreign nations, of which he foresees no disturbance. The recent deci9ion with regard to the Alabama claims removes the last shadow of doubt as to the relations of the. United States with England. He recognises tho promptness with which the vexed question was decided, and warmly thanks and eulogises the Emperor of Germany for having acted as arbitrator in the San Juan question, and also the Geneva arbitrators for the care and trouble which they bestowed in the consideration ofthe difficult questions submitted to them. The message concludes with an expression of friendship towards France, Russia, and Germany. Pacts, Dec. 5. The National Assembly has elected a committee of 30 to consider the Government constitutional proposals ; 19 of those elected belong to the Right and represent 3GI votes, and IL belong to the Left an i represent 330 votes. The Ri_»lit is unanimously opposed to a dissolution, but is in favor of a partial renewal of the Assembly. It has insisted on Ministerial responsibility, but is disposed to give M Thiers a suspensory veto. LoyDON, Dec. 5. The winding-up of the Queensland Sheep Investment Company is proposed. The Syracuse has sailed for Sydney.
