Victor Emmanuel intimated positively that he would not interfere wiih the Papal States during the lifetime of Piu3 IX. On no pretext will he send troops thither. Should a revolution braak out in Rome, and the Pope take flight, the Italian Government will hold aloof, but will prevent Roman insurrectionists from receiving any support from without.
