PRUSSIA AND THE DUCHIES.
Russia has definately declared to Prussia that she would not permit the annexation of the Duchies by the latter power under any circumstances. If Prussia persists, the Cabinet of St. Petersburg will form a coalition against her. An understanding exists between Vienna and Paris on the subject. England's concurrence is expected. The session of the Prussian Chambers opened on the 15th of January; The financial statement was most favorable.
