General Rosencranz has not succeeded in his attack, on Chattanooga, The Confederates have enforced the conscription of all men between 16 and GO years of age, and have called out half a million of negroes, promising them their freedom and a grant of land at the end of the year. ; Confederate General Lee was in com- : mand of any army 150,000 strong, and ] was meditating a descent <on Washington. The Fedeial army was suffering from typhoid fever. The Federal Government has«rected a new fort within forty-five miles of Montreal, having barrack v accommodation capable of holding 5000 men, and containing supplies for 100,000 men.
