The latest telegram received at Colombo from London, dated September 10th, contained the following items of European intelligence: — The Emperor of Russia's last note to the Western Powers Was warlike. The Sf. Legerwaswon by Lord Clifden. Queen Victoria returned from" her vi^it to Germany on the 10th September. At Kozenard, Coburg, tiie King of Prussia and the Emperor of Austria, besides a great congregation of German Princes, visited Heir Majesty. Earl Kussell has stated that the Government were resolved to preserve the strictest neutrality with reference to American affairs. The ; Due de Monteliello, the French Ambassador at St. Petersburg, has obtained leave of absence for three months from his post. r ' '■ '■ The leading organ of the Russian Government contradic s the statement that Russia is about to engage in any reform of her Constitution relative to German and Polish affairs. The French papers express regret that the party of resistance at St. Petersburg have carried the day in opposition to the interests of Poland. M. Drouyn 3e Llmys is understood to refuse the decision of the Sultan respecting the Suez Canal, and to demand the fulfilment of the agreement of the late Viceroy. The British Government are about to investigate the circumstances attending the building of two vessels at Birkenhead', intended for the Confederate Slates' service. The Polish insurrection is still maintained with vigor. The Russian Government increases its severities, and has conferred fresh dignities on MouraviefF The Emperor of Austria was received with enthusiasm at Vienna, on his return from the Germanic Confederation. The protocols of the Frankfort Conference have been presented to the King of Prussia, who has dissolved the' House of Representatives. The.Gra.ud Duke Maxiirilian has determined to accept the throne of Mexico. A war vit4i France in reference to Mexico is discussed in the New York papers, and a pamphlet published in Paris on the desirability of the immediate recognition of the Southern Stales Confederacy by France is discussed. The French squadron on the North American station is in the meantime to be reinforced. The.good un tiers land ing bet-ween France, Austria.-and England on the Po>ish question continues. The Russians have seized a Turkish vessel at Anapa. The Ger-man GengFess has closed its sittings at Frankfort. Six States voted against tire Austrian scheme of reform. The Poles 'continue to win. isolated successes, and to maintain their influence in Warsaw. The Bank of St. Petersburg has^suspendeel specie payment, and exportation of gold from that city is prehibited. - The owners • ¥ the American ship Nord, which was destroyed by the Confederate war steamer Alabama, have made a claftm on the British Government of 80,009 dollars by way of reparation. The harvest in England is extraordinary in quality and abundance. S«r WHliana Frascr, a Conservative, 'h s been returned to Parliament for Ludlow. Mr. Mason, the Confederate Commissioner, has been the gaest of Lord Donoughmore, and other members of the Irish nobility. Two new" steamers, the Golconda and Baroda, have been launched for the Peninsular and Oriental S. N. Company. The American ship, Anglo-Saxon, has been burned by the Confederate steamer Florida, within thirty miles of Kinsale. The crew were landed by the Florida at -Brest.
