COUNTY COUNCIL'S POLICY Of PROSECUTING. CR. McCLEAYEY TO MOVE NEW .-v RESOLUTION. An echo of the recent prosecutions (■n account of wandering stock was heard at the meeting of the Horowhenua County Council on Saturday, when Cr. McLeavey said he had a resolution dealing with the matter. "I suppose,'" he said, "that you all saw my riamf figuring in the Magistrate's Court for having stock.wandering. The Ranger said that, during his eleven years' term of office, he had never had any trouble Avith me in regard to stock Another. man, Mr Ernest Saint, was hauled up, and we were treated like criminals —we were chargett. I don't think that is a fai>thing. It is too drastic in my opinion. I am going to move this resolution to try and protect another man who got into the same trouble as I did. The motion proposed by Cr. Mcleave/ was to add tne following words to the Council's resolution instructing the Ranger to prosecute in all cases of wandering stock :-r-" The Council may decide not to proeecute if the owners ,:an ' rove that the stock was trespassi lg under exceptional circumstances." The Chairman stated that notice o? motion would have to be-given because this was an alteration of a c.otion already on the books. He suggested that Cr. McLeavey give notice to rescind the previous resolution, and substitute a fresh resolution. Then the Council would discuss it. Cr. McLeavey agreed to this course.
