A POINT OF PROCEDURE.
APPROACHING A LOCAL BODY. The HoroAvhenua County Council was asked on Saturday, by Cr. Kilsby, if it would receive a deputation of one Avithout notice, a ratepayer wishing to interview the Council in regard to the Ara tangata drain. The chairman (Cr. Monk) said it Avas only due to the Council and to himself to know Avhat they were going to consider. It rested with the Cm icil, but he thought that people who wished to inteivieAv them should consider the matter from the position of enabling the Council to obtain such information that they could discuss the matter intelligently. They must enforce some rule Avhereby they Avould know Avhat business was coming before them. The order paper Avas getting to be a very large one. If the Council Avas inclined to see the gentleman, very Avell; but he had made arrangements to attend tAvo previous meetings of the Council and had been unable to come.
Cr. Catley: There is a minute that no deputation be heard Avithout 24 hours' notice.
The Chairman: He has come some distance, of course. It Avas decided to hear the petitioner at noon, but before that hour arrived intimation was received that he would not be able to attend.
