NEW FOOTPATHS.

PROPERTY OWNERS TO SHARE COST. When the question of forming the footpath in Stout Street was under consideration % the Council on Tuesday evening, Cr. Thwaites raised the question of property owners contributing a half share towards the cost of improving footpaths in front of their properties. He pointed out that lie understood tills Avas -the usual custom and the Council had a by-law to this effect. In asking if they intended to enforce it, he contended that owners should pay ae( such work added to the improvement of their property. He moved to this effect. Cr. Spencer, in seconding the motion pro forma, said he thought a charge should he made, hut in his opinion half the cost to the property owner Avas going to he a big hurdle for many and there would be a lot o opposition. If a third aves charged there would be a chance of getting it. . The Mayor: If the half cost is enforced in this case, they would have to do the same all over the borough. Cr. Curran: When it Avas decided to do the footpaths, they had agreed to spend £IOO, no mention being made of property owners contributing tOAvards the cost. If the Council can get half the cost from property owners they should do the -whole borough. He did not think it was necessary to make the charge. Cr. Spencer said they should have power to exercise the by-law, hut m doing so the charge should be elastilC Cr. Richardson said the suggested charge was going to inflict hardship and he moved that a third be chargGd - Cr. Curran: Before anything is decided these property owners should be interviewed re a charge being made. Cr. Richardson: Then no one a\ill Ci*. Thwaites said that after hearing tile discussion be was in favour of a third of the cost being charged on this particular section, hut later he would move a notice of motion to amend the present by-law to read up to half the cost. Cr Richardson’s amendment that a third of the cost be charged was carried. A notice of motion .was tu-en given by Cr. Thwaites, that the by-law be amended to read “up to half the cost” be charged to property OAvners.
