Mr Roosevelt declares that although the Naval General Board stressed the necessity for 16 such cruisers and twelve each of the submarines in order to gRe the United States parity Avith the auxiliary craft of Britain and Japan, the Navy Department would only ask appropriation\for a small part of this programme of next Congress. -
