FAR BETTER THAN BY SENIORITY. OPINION OP AUCKLAND MAGISTRATE. AUCKLAND, Last Night. Mr Cutten, S.M., Avhen delivering a judgment of the Appeal Board dismissing the appeals of seven tramway inspectors against the appointment of •men over whom they claimed seniority ami efliciencv, said that under the new rule appointments on city tramways were to be made according to efficiency not seniority. His (Mr Cuttcn’s) personal opinion as a memr her of the P. and T. Appeal Board was that promotion oh efficiency Avas in the interests of the men themselves, and gave remarkably better results so far as employees were concerned than promotion by seniority.
