LEGISLATIVE COUNCIL. Wellington, Aug. 25. OTAGO HARBOR HILL. Mr Reynolds moved the second reading of the Otago Harbor Board Leasing Bill. Mr Waterhouse moved its rejection, on the ground that it was altering, for a special locality, the provisions of general legislation. Several members spoke against the Billon the same ground. Mr Whitaker, without pledging himself to the Bill, advocated its being allowed to reach the Committee. The Bill was thrown out by 15 to 13. TIMAKU HARBOR BOARD ENDOW-ME NT ■KILL. The debate on the second reading of the Timaru Harbor Boiird Endowment Bill, and Mr "Waterhouse’s amendment to throw it out, was resumed. Mr Whitaker supported the Bill on condition of the endowment clause being erased. Several members spoke for and against the Bill, its opponents urging that the harbor was bound to silt up. Replying to Mr Turnbull, Mr Hall said steps have been taken to discover the deficiency stated by the late Minister for Public Works last session as existing in the Railway Stores Dcqiarlmont. The supposed deficiency had turned out to be a mistake, the apparent deficiency having risen from frequent changes in the administration of working railways and the absence, until recently, of any properly organised accounting system. SECOND READING. The following Bills were read a second time ; —Canterbury Rivers Act Amendment Bill, Wairaate and Temuka Public School Sites Bill. STATEMENT. Mr Hall stated, in reply to a question put during the earlier part of the day re the new clause inserted last night in the Representation Bill, that they had now had lime to consider the point, and they had come to the conclusion to consent to its withdrawal. IN COMMITTEE. In Committee on (he Fencing Bill 35 clauses of it were passed with mere technical amendments. August 2(J. The discussion in Committee on the Fencing Bill was continued until 2.30. when all the clauses were got through, with unimportant amendments. A new clause was added and progress was reported on the understanding that the Bill would be reconsidered in Committee this afternoon. The House then rose.
