Free, secular and compulsory education is tho system adopted by tho State in victoria. It appears to work well. In 1872, before it came into operation, tho returns of children attending sobool amounted to 137,978, while in 1878, after the plan had been in operation some six years, the statistics showed that 227,037 pupils were receiving instruction in tho State schools. In fact, all tho youngsters in Victoria, between the ages of 6 and 14 years—less some 7 4-sths—are now being taught in the public schools. This cannot but have a beneficial effect in the future.
