annual plan that the whole idea has been poorly presented and lacked credible information and direction as to how this position was to co-ordinate the promotion activities of the district. Four out of five business people approached by me on the position and how it was to be funded opposed the appointment based on the premise that the District Council already supports at least three organisations, who focus on Tourism among other functions. I concede that promoting and marketing is important but establishing a fair means of support always causes concern. It appears those who have voted for the marketing manager's position have found the well 'dry' according to the public response in the Taumarunui area. Ratepayers are not convinced that this investment is a good one nor is the timing right for such an appointment in difficult economical times. My suggestion is to defer making any appointment of a marketing manager, secondly any marketing promotional activities within the Ruapehu District which benefit the whole district should be given the opportunity to submit to the Council a strategic plan. This may include a short term employment of a person for promotion al needs. This idea may be complementary to the ideals of our assisting promotional and development organisations who have been and are already involved in promotional development or

information which is partially funded by the Ruapehu District Council. I will not stray away from my earlier comments about reducing rates to a sustainable level. This year a nil rate increase in revenue was achieved by trimming services to the bone. If we are going to be consistent in reducing expenditure and provide good services let's make do with what we have got. This district is not a wealthy district and has a reputation for having high rates. I urge people who feel it is not the time to be funding a marketing manager at present to contact me or any councillor and express your concern.
