LONDON, Feb. 14. The Foreign Secretary, Mr. Bevin, and the Colonial Secretary, Mr. A. Creech Jones, unexpectedly summoned leaders of the Jewis^Agericy to the Colonial Office for a last-minnte? talk before Mr. Bevin reports to Cabinet. Mr. Bevin asked the Jews to make final representations about Pal^stine. Cabinet will not be asked to work out a new plan for Palestine, says Reuter's diplc-matie correspondent. It will simply deeide in what form the question on Palestine will' be sub'mitted to the United Nations and whether, in the meantime, British troops will be withdrawn. %Mr. Bevin will probahly recommend that British troops stay pending the United Nations decision. He will not object to waiting for a "decision until the Assembly's Septemher meeting. Dr. Fadhil Jamali, Foreign Minister of Iraq, said to-day that tKe Arabs believed further discussioiis with Jewish representatives were useless because the Jews were apparently determined that they would not discuss anything other ihan a separate Jewish State. The Arabs believed a Jewish State was physically im possible. Arabs' Offer to Jews They were willing to give Palestine Jews full citizeriship righ-ts and guarantees of protection as a minority. "They can take a share rrH the country's administration on equal fcerms with Arabs in proportion to their population. We cannot go beyond that," iDr. Jamali said. Arabs believed that the British proposals rau counter to the resolution cavried ' hy the United Nations in December affirming that displaced persons could not be "dumped" into any countrv in such a manner as to cause apprehension to the indigenous inhabitants. The Arabs had a very real apprehension, ahout the eontinued arrival of 'Jews in Palestine, he added.
