NEW CONSTITUTION FOR MALTA

LONDON, January 21. "Malta has well earned seli'-govern-ment," said the speeial commissioner, Sir Harold Macmichael, in a report to the British Government giving detailed proposals for a new constitution restoring responsible government to the island within the limits existing from 1921 to 1933. In a White Paper accompanying the report, the Government said it accepted Sir Harold MacmichaeTs recommendations in general, hut while Sir Haro-ld proposed that emergency powei'S should be creserved for Malta's Governor, the Government considered the proposal might not be acceptable to the Maltese and it would' not press for its acceptance.
