LONDON, January 1. The fnsion of the British- American zones of Germany commencing today, is designed to make the zones self-supporting v.ithin the next three years. Under this plan the value of exports by 1949 should balance the ■costs of essentiai iniports. A Urited States oificial has pointed out, however, that even when the tv/o zones are self-supporting, there ivill still be no surplus to repay the heavy cost of keeping the Germans from stai'vation. This had been borne by Britain and the United States.
