CHIEF OF STAFF WANTS BIGGER YOTE FROM CONGRESS

Washington, Nov. 26. General Douglas MacArthur, Chief of Staff, in his annual report to Congress, publishej to-day, recommends an increase in the Army from 120,000 to 165,000 men, with a corresponding increase in appropriations. In addition, he asks for money for an extensive mechanisation scheme, including many tanks, of which he claiins only 12 have been built since the war. The old tanks are obsolete. The report also asks for the return of the 15 per cent. pay cuts for officers and enlisted men. It says the niorale of the Army is not at its best. The men continue to perform their duties faihtfully, but re-en-listments are diminishing and at some stations desertions have been more numtrous.
