OUTSTANDING DEBTS

Washington, Nov. 17. Mr. Roosevelt and M. Litvinoff in a joint statement, said: "In addition to the agreements already signed today there has taken place an exchange of views with regard to the methods of settling outstanding questions of indebtedness and elaims that permits us to hope for a speedy and satisfactory solution to these questions which both Governments desire to have solved as soon as possibje." M. Litvinoff will remain in Washington for several days for further discussions. Mr. Roosevelt placed particular emphasis on his demand for the religious freedom of United States citizens in Russia.
