DIFFICULTIES ARRANGED
Washington, Nov. 17. The President said the agreement had been reached to-night, and made public a series of letters exchanged between himself and M. Litvinoff, covering questions of propaganda, religious freedom, the legal iiroteetion of nationals of the respeetiye nations, and the snbjeet of prosecutions for economic espionage. Russia agreed to waive all elaims arising out of the Siberian expedition after the Bolsheviks secured power. Mr. Roosevelt announced that Mr. Bullitt played a foremost part in the negotiations, and'is regarded as an authority on Russian affairs.
