MR. ROOSEVELT ANNOUNCES RESUMPTION OF RELATIONS

Washington, Nov. 17. Mi\ Roosevelt announced that an agreement has been reached to resume normal relations with Russia, and named Mt. William C. Bullitt as first United States Ambassador. William Christian Bullitt, the new American Ambassador to Moscow, was born in 1891, and after being educated at Yale University, held the posts of associate editor, foreign correspondent and W'ashington correspondent of the Philadelphia Public Ledger. He was appointed an assistant in the State Department in 1917, and was an attache of th'e American Commission at the Peace Conference in 1918-10. Subsequently he led the special mission to Russia in 1919.
