Berlin, October 29 Diplomatic circles are confident hat Mr. Panter, the British journalst, will not be tried following a (uarded communique in which the Jovernment for the first time reveald Mr. Panter's arrest adding that le had been in touch with a German iving at Munich who is suspected of sspionage, and sending atrocity stores aibroad. It is anticipated therefrom hat the Government is blaming the Jerman journalist more than Panter, rho it is expected will be expelled rom Batavia.
