London, October 23 The Daily Chronicle says tbat it is difficult to understand Mr. Roosevelt's sensational step in proposing the recognition of Russia. There is a big market in Russia for America's surplus goods, however, and this may be ihe reason or, alternatively, a desire to strengthen Russia and wealcen Japan.
