CONSERVATIVE PARTY IS NERVOUS OVER PROGRAMME Rugby, October 6. The Government's proposals for Indian constitutional reform were discusS'ed at the Conservative Conference at Birmingham this afternoon on a resoluticn proposed, which recorded confidence in the Government but represented to the Parliamentary Joint Select Committee- on Indian Reform that apprehension was felt regarding proposals concerning the welfare of Indian peoples, and trade discrimination.
