PLANS FOR FUTURE MIN1STERS TO BE CLOSELY CONTROLLED BY THE PARTY T.U.C. DOMINATING

The Lahour Party's executive committee will receive at the forthcoming party conference at Hastings a detaib ed plah of action in the 'event of the party being asked to form a Government. This plan involves striking changes from the previotis practice. It is suggested that immediately following a successful election, a national council . representing the ^Parliamentary Labour Party, the Trades Union Council and the Labour Party Executive should decide whether the party would take office and that all Labour ministers, during their term of office should discuss all matters of policy with the national council and the T.U.'C. Though it is proposed to leave the Prime Myjpister a measure of respon-
sibility in the allocation of portfolios, it is recommended that he should consult with a committee representing the Parliamentary Labour Party. Majority deeisions in Cabinet should be accepted and the Prime Minister should agree to dissolution only after approval has been given by a meeting of the Parliamentary Labour Party. "The excessive authority of the Chancellor of the Exchequer must be ended and the financial policy must he decided by the Government," the plan states. The Government throughout must maintain close contaet with the Labour party and ministers must fully explain their policy at party meetings.
