Revised rules of Cabinet procedurq, recently published remind deputies that they do not count and that their co-operation is not required even in the ease of treaties with foreign powers. Dietatorial powers are conferred upon Kerr Hitler who.alone will pass new laws. These, in future, will be enforced immediately instead of after a fortnight. Utterances of Ministers are to he "disciplined" and none may give an interview to the press except through the Nazi press department. Herrs Kreisler, Hugermann, Casals and Schnabel .-have declined to participate in the Berlin philharmonic concert as a protest against the anti-Semitism of the Nazis. Herr Robert Wagner, Nazi Governor of Baden, has issued a stern call to diseipline. He reminds the Storm Troops that individual Nazis, especially Storm Troop leaders, have committed acts which show serious disrespect to the Government and represent a gross breach of party diseipline. Herr Wagner has instructed the Minister of the Interior to enforce the Government's authority in dll circumstances, if riecessary by force. He says; "Membership of the Nazi party does not justify the arr rogation of ofiicial powers." . A further pronouncement reveals that the leaders are determined. to stop Nazi dictatorship in factories and administrative bodies^ The grqvity of the economic situation necessitates the application of the brake with desperate firmness. The great shipping lines and export concerns like the Dye Trust, report that unfavourable foreign opinion has injuriously effecte'd trade. The Government's other nightmare, unemployment, shows only a seasonal decline. in spite of an intensive drive to reduce it. Numerous leading officials of the German Broadcasting Company who have been drawing large salaries, have been dismissed. Others have already resigned but ar© continuing to draw their pay under contract. They must refund all amounts above three months' salary. It is expected that these reductions will save 1,000,000 marks.
