MAJOR ELLIOT'S POSITION London, July 14. Mr. g. W. Forbes, in a statement said : "I cannot understand how those supplying information at Wellington for cabling to the English press have so extensively misinterpreted Major Elliot's (British Minister of Agriculture) speech in the House of Commons on Tuesday.
