CO-ORDINATION PROPOSALS

INTERNATIONAL COUNCIL London, July 14. Tjie International Conferenee Committee on the co-ordination of production and marketing to-day diseussed the proposal of the Polish delegation that the butter exporting couritries set up without delay an interiiational dairy council for — (1) Stndying the means of reducing competition on markets ; (2) Ensu'ring a better distribution of butter and present gluts at certain seasons in certain markets; (3) Study the possibilities of the better standardisation of butter. Hon. R. Masters, on behalf of New Zealand, recalled that the conferenee had already rigidly accepted the principle that agreements for the co-or-dination of production 'and marketing must first command general assent amoftgst the countries and the support of a substantial majority of the producers themselves, and must also have the co-operation of non-export-ing countries and the willing consent of consuming interests in the importing countries. He pointed out that the Polish proposal was to set up a council without delay, to do specific things. No provision had been made for securing the feeling of the countries concerned. He could say that the proposa] to set up a council did not meet with the approvai of the New Zealand delegation. MY. Masters added that while, like the British delegation, he adhered to the nrincinle already enunciated, that

there should be no alteration in the marketing of dairy produce, he was not averse to the setting up of a drafting committee to explore the position, but such a committee should have its scope extended to inquiring into tlie eft'e'ct on the market of butter substitutes, such as margarine. While not agreeing with the Polish resolutiori he was disposed to give support to the suggestion of the Italiari delegation, which would in effeet leavd the matter for a' joint recommendation at some future date from M'e' International Institute of Agricultui'e, the international Dairy Ffedei'ation, and the 'Economic Committee of ttie League of Nations; regarding measures for the regulation of the" co-ordination ' of the production and marketing of "dairy produce. ' ' Mr!' Masters said' New Zealand favoured' Major Elliot's proposal that a sub-committee to consider all .proposals should be set up and report next week. This was agreed to, and New Zea-

land was appointed to the subcommittee.
