FRANCE'S DECEMBER INSTALMENT MUST BE PAID

Rec. May 28, 5.5 p.m. Parish, May 27. > M. Herriot, in the. Chamber of Depnties, said that France's payments of the December instalnient of the war debts was an essential condition for any futnre arrangements, but America was willing that the payments should be included in the final , settlement. M. Herriot added that plans for settlement were under consideration in Washington and London, but these ' did not concern France.
