CARRYING ARMS
BELATED DECLARATION London, Jan. 11, Mr. Cosgrave, speaking at Carlow. referred to Mr. de Valera's statement that nohody had the right to heai tarms except the army and police. He said the statement should have been made and enforced six months ago, Such a pronouncement would have done more to contribute to the peacc of Ireland than the reiteration of a statement attributed to Mr. Thomas at Ottawa as to the imminence of civil war in the Free State.
