Ree. Dec. 30, 10 p.m. Riga, Dec. 30. The re-establishment of the internal passport system gives the Ogpu greater control over the people's movements than the Tsar had under the old passport system. The people must carry their passports and produce them on demand. Even the most privileged classes are prohibited from visiting friends and relatives for more than a few hours without registration at the local police station. Tho unemployed and other undesirables will not be allowed to remain in the industrial centres,-but will he deported to unnamed distant places.
