It is reported that Mr. Ho'over is now withholding his message to Con-gx-ess on foreign affairs in the hopes that after re-organisation, the French Cabinet will reconsider default, which most observers believe is likely. A radio broadcast to-night by Mr. Julius Klein, assistant Secretary of Commerce, and considered Mr. Hoover's spokesman, declared that the discussion on debt tariffs will inevitably reverse the eatlfer administration, but the plan must be kept on the agenda.
