Rec. Dec. 19. Paris, Dec. 18. M. Boncour had a lengthy conference with the Socialists, but decxded that their conditions for participation in the Cabinet were too farreaching. He accordingly is attempting to form a United Left Ministry to which M. Herriot has promised support outside the Government. It is understood M. Boncour believes that if the Chamber's debts decision stands, it will necessitate the new Ministry immediately entering into negotiation with America. Rec. Dec. 19. Paris, Dec. 18.
