JAPAN AND THE LEAGUE Rec. Dec. 13, 11 p.m. Geneva, Dec. 13. The Japanese Government has instructed their delegation to decline to participate in the proposed Manchurian Coneiliation Committee. Japan objects to the application of Article 15, and deelares that it is impossible for the proposed committee of 19 to arrive at an equitable decision on such a complicated situation.
