Rec| Dec. 13. Geneva, Dec. 12. Following a meeting between Dr. Yen (China) and M. Litvinoff (Russia) , it was announced that the- Soviet and China have resumed relations which were severed since 1929 over the Chinese Eastern railway. M. Litvinoff stated that the present Far Eastern troubles largely originated from the fact that none of the pacific States had been maintaining diplomatic relations.
