n..s.w. government faces beablgck in upper house

Sydney, Dec. 8. If the Government is not assured j of a majoi'ity in the Upper House by Tuesday to carry the Moratorium Bill without vital amendments, the Governor wili probably be asked to 'make additional appointments. The numher mentioned is between 15 and 20. Tho Cabinet at a meeting to-day decided to adjourn the sittings of the council until Tuesday, in order that Ministers in the meantime may have the opportunity to formulate their plans.
