Herriot, speaking at Poitiers, en route to Spain, said he helieved there was good cause for hope that the new French disarmament plan could prove the rallying point for all cour- , ageous minds. Ref erring to the French budget crisis, he admitted that the defieit for 1933 would be £96,000,000. The Government had already saved £41,500,000 by funding the internal debt, £11,500,000 by reducing the military appropriation, although one-fourth of the total budget went to national defence.
