Rec, Oct. 31, 9.5 p.m. London, October 31. The Daily Telegraph diplomatic correspondent sAys ■ that M. Herriot's scheme is- highly complieated from the British standpoint. The most serious matter is that France's plan will render more rigid Greaf Britain's obligations under Article 16 of the local covenapt pf the Rhineland-Locarno Pact. The basic idea of the French plan reduces all continental countries to maintaining militias fqr purely defensive purposes with a spiall body of train ed soldiers to form part of a collective force for the suppression of aggression.
