Rec. Dct. 29. Paris, Oct. 28. Mr. BouillOn's attack on Mr. Ramsay MacDonald and M. Herriot's retort ehlivened the disafmament debate in tlie Chamber of Deputies in which general conscription ahd the dis'solution of the Re'icbswehr were disclosed as salient points of Mr. Herriot's plari. M. Bouillon declared that he shuddered at the name of MacDonald. France would be Under the German yoke if it depended on him alone. He tried desperately in 1914 to prevent Britain participating in the war and continued his political activities in wartime. M. Herriot stigmatised M. Bouillon's remarks as unjust and impudent and declared they would increase the difficulty of the international negotiations if not contradicted. Replying to M. Blum, M. Herriot denied that General Weygand had delayed the disarmament plan. " ^ M. Blum advoeated progressive disarmament as the only means of preventing Germany re-arming, leading to an armament race and eventually war. He added that the future of Europe — peaee 01* war- — for decades, was in M. Herriot's hands, and he uiged him to seize the last chance and take the word of Germany which threatened to re-arm only if general disarmament were refused. M. Herriot reiterated his faith in Locarno and Britain's signature thereto.
